【摘要】檔案事業(yè)發(fā)展規(guī)劃是檔案事業(yè)總體發(fā)展的階段性部署和安排，對(duì)確保全國(guó)和區(qū)域檔案事業(yè)發(fā)展的穩(wěn)定性和連貫性具有重要指導(dǎo)意義。文章融合政策工具理論對(duì)《“十四五”全國(guó)檔案事業(yè)發(fā)展規(guī)劃》和24 份省級(jí)“十四五”檔案事業(yè)發(fā)展規(guī)劃的結(jié)構(gòu)與內(nèi)容進(jìn)行文本比較，分析省級(jí)規(guī)劃的編制狀況，并提出強(qiáng)化政策工具組合協(xié)同以保障規(guī)劃順利推行、科學(xué)管理目標(biāo)推動(dòng)規(guī)劃穩(wěn)步執(zhí)行的建議，為提升區(qū)域檔案事業(yè)發(fā)展規(guī)劃編制的科學(xué)性、合理性提供參考。

Analysis on the Text of the Development Plans of Archives during the 14th Five-Year Plan Period from the

Perspective of Policy Tools-Based on the Comparative Study of National Planning and Provincial Planning

Abstract: The archives development plan is a phased deployment and arrangement of the overall development of the archives, which has an important guiding significance to ensure the stability and consistency of the development of the national and regional archives. This paper integrates the policy tool theory to compare the structure and content of the 14th Five-Year Plan for National Archives Development and 24 provincial archives development plans during the 14th Five-Year Plan period, and analyzes the preparation of the provincial plans. This paper also puts forward suggestions on strengthening the combination and coordination of policy tools to ensure the smooth implementation of the plans, and scientific management objectives to promote the steady implementation of the plans, so as to provide reference for improving the scientific design and rationality of the preparation of regional archives development plans.
